They asked if there was any skin (or plain.css file) that contains all the current selectors for Sandbox with or without format. I seemed to remember that one of the skins had this, but I can't figure out which one it could be.

Have you considered adding such a plainstyle file with empty selectors? (not for IDs, obviously).</description>
